About Us

The firm of A Change in Plans, Inc. (dba Hills of Texas Homes) was formed in July, 2001 and performs design and build services for commercial and residential projects. The firm was originally based out of Plano, Texas as a residential remodel firm until the office moved to Fredericksburg in January, 2006 and began new construction of residential homes and remodels of existing homes in and around the community. 

 
Todd Stephens (President) has a mechanical engineering degree from Southern Methodist University.  He designs all of the floor plans based on the wants and needs of the client and supervises the day to day activities on the jobsite.

Jack Stephens (Vice President) has an architectural engineering degree from the University of Texas in Austin and has been a registered Professional Engineer in the state of Texas since 1978.  He is in charge of designing and supervising the construction of the structural portion of the build (foundation and framing).

Joyce Stephens is our in-house decorator.  She has a background in interior design and worked as a home economics instructor for the past 20 years in the public school system.  She has recently retired from that position and now works with the clients choosing everything from paint colors to lighting, tile, plumbing fixtures, etc.
 

This firm is registered with the National Association of Home Builders, the Texas Association of Builders, the Hill Country Homebuilders Association and is a registered contractor with the City of Fredericksburg.

Todd Stephens now serves as the President of the Hills Country Home Builders Association, is on the board of directors for Texas Association of Builders and is an alternate director for the National Association of Home Builders.
